We estimate the effect on business start-ups of a program that significantly speeds up firm registration procedures. The program was implemented in Mexico in different municipalities at different dates. Our estimates suggest that new start-ups increased by about 4% in eligible industries, and we present evidence that this is a causal effect. Most of the effect is temporary, concentrated in the first 10 months after implementation. The effect is robust to several specifications of the benchmark control group time trends. Estos procesos constituyen parte del espacio público para resolver sus problemas y a través de ellos se reafirman la pertenencia e identidad que fortalecen las relaciones sociales, políticas, económicas y culturales de los miembros de la comunidad. La forma en que se manifiesta esta reafirmación es por medio de la participación en el trabajo comunitario, el sistema de cargos y (...) las asambleas comunitarias. Sin embargo, en los últimos años, con la intervención de las políticas públicas de los distintos órdenes de gobierno y la inclusión de estos pueblos en los procesos políticos, en la búsqueda de una mayor participación ciudadana y el ejercicio de sus derechos civiles en un contexto democrático, han modificado las reglas de convivencia afectando estos mecanismos que son la base de la estructura comunitaria. Technical and tactical actions are decisive in terms of badminton player competitive performance. The main objective of this research was to design, validate, and estimate the reliability of an observational instrument for the analysis of the tactical and technical actions in individual badminton. The process was carried out in four different steps: first, there was a review of the scientific literature and a preliminary list of variables was made; second, a qualitative and quantitative assessment was completed by 10 badminton expert (...) judges; in the third step, the content validity was estimated using Aiken’s V coefficient; finally, intra-observer reliability and interobserver reliability were tested by two observers specialized in badminton using the Cohen’s Kappa coefficient and the intraclass correlation coefficient. Strokes were used as the unit of measure by our observational instrument; every time badminton players hit the shuttlecock, 22 variables are observed. The minimum Aiken’s value was 0.58, and reliability was 0.63. In spite of these values, none of the variables had to be removed, but there were modifications in terms of drafting in some of them. The main findings confirmed the validity and the usefulness of this instrument. (shrink)

The aim of this study was to evaluate the neuromuscular response to an agility and repeated sprint ability test according to the level of competition in futsal players. A total of 33 players from two elite teams and one amateur team participated in the study. The participants completed an agility t-test, a 30 m-speed test, and a RSA test. A countermovement jump test and a tensiomyography test of the rectus femoris and biceps femoris of both legs were carried out before (...) and after the tests. RSA test revealed better sprint times in elite players compared to amateurs in the seven bouts, as well as in the 30 m sprint and in the agility test. In conclusion, elite players showed greater performance in the RSA test, in the 30 m tests and in the agility test compared to amateur players. The contractile properties were not a key factor in the RSA performance of the futsal players. (shrink)

This article explores the usefulness of Latin American philosopher Enrique Dussel's work for film-philosophy, as the field increasingly engages with a world of cinemas. The piece concludes with an analysis of two films with an ecological focus, Trolljegeren/Troll Hunter (2010) and The Hunter (2011). They are indicative of a much broader emerging trend in ecocinema that explores the interaction between humanity and the environment in relation to world history, and which does so by staging encounters between people and those (...) ‘nonhuman’ aspects of the Earth excluded by coloniality/modernity (e.g. animals, animal-spirits, mythological creatures, shaman, the very Earth itself). The interdisciplinary concerns of this work place it at the intersection of the latest research into a world of cinemas (in particular the various moves to understand films beyond the national paradigm now increasingly labelled the ‘transnational turn’; alongside growing concerns with how cinema helps us engage with ecology); and the need to broaden our philosophical grasp of the world. This latter point requires engagement with thinkers from beyond the Eurocentric canon of Western thought that currently dominates philosophy, and equally shapes film-philosophy. Dussel's philosophy is shown to provide a perspective capable of illuminating the intertwined nature of human and planetary history evident in these films, in a manner that is extremely pertinent to our global situation. Thus it is shown to be more useful than approaches to similar groupings of films which draw on, for example, speculative realism, when it comes to providing a cine-ethics appropriate to the Anthropocene. This essay explores some conceptual and diagnostic frameworks to advance epistemic decolonization in the US philosophical profession. A central focus is the distinction between those philosophies of formerly colonized peoples that are culturally alterior or, simply, alterior and those that are analectical in the Dusselian sense of emerging from a subordinated political position. The paper begins by reflecting upon connections between coloniality, the alterior, and the analectical to frame the discussion of epistemic decolonization in the philosophy profession. It then considers (...) a knower's core theoretic reconstruction in the task of epistemic decolonization and identifies some ambiguities in reconciling alterior traditions with analectical theoretical reconstruction. The work of Charles Mills and Enrique Dussel are considered as case studies. The paper concludes with critical reflections on the institutional network of canon, curriculum, and other conceptual and credentialization structures that constitute institutional Eurocentrism. By gently pressing me to think about important issues, these sympathetic commentators have advanced dialogue.When writing Museum Skepticism I became very aware that there are (...) two kinds of literature that discuss museums. There are memoirs of curators or other museum employees, and there are the commentaries by academics, which usually look at museums from the outside. My ambition was to look at this institution in a way that would both be sympathetic to the practical concerns and embody a theoretical point of view. One otherwise sympathetic reviewer complained that I was only looking at the museum from the outside.1 That certainly is correct, but for obvious reasons people who work in museums are unusually unwilling to describe their inner workings. To have a good theory of the museum, you need to be practical. Often, for example, critics complain about the proliferation of shops and restaurants, urge that admission be free, or say that blockbuster shows are destructive and overcrowded. However one judges such moralizing, the museum director who needs to balance the budget can hardly be guided by such reasoning. One can be critical, as I am, about the power of the super-rich in museum life. But in what other way could funding be found? The history of debates about the National Endowment for the Arts (NEA) points to obvious ways in which, in America at least, reliance on public funding poses problems. My goal, then, was to develop a realistic analysis.Sean Ulmer correctly notes that to understand the art in museums, we must consider its prior history. Chinese paintings, Islamic decorations, Maori sculpture, and premodern European art were not made to be displayed in public galleries. And so there are legitimate questions about how to set it alongside modernist art, whose natural home is the art museum. Allowing this much, I am not sure why he thinks it impossible to describe museums in a single book. We need to understand how artifacts with such varied origins can be coherently displayed in one building. Here, then, we get to Ulmer's second concern—museum displays. Recently museums have experimented with thematic displays. The Museum of Modern Art in New York did that before its recent reconstruction; the Tate Modern has such a system; and during summer 2006 the Whitney tried such a plan. I understand the need of museums to experiment, to find new ways to attract visitors to the permanent collection. Still, a straight chronological display has the obvious advantage of presenting that history of art in which, for example, Impressionism leads to Cubism, and then on to Abstract Expressionism. The obvious danger of thematic displays is that they bewilder the larger public. [End Page 22]When I said that museums are top-down institutions, I was thinking of the grander public museums where the function of the trustees is to raise money, either by giving themselves or by networking. These people who provide funding no doubt have their own agendas, but they, in turn, respond to larger economic and political concerns. I would be astonished if the Metropolitan Museum of Art asked Arthur Danto or Leo Steinberg to be a trustee; or, to look closer at hand, if the Carnegie Museum of Art or the Cleveland Museum of Art asked me to play that role. Since we are mere professors, what practical help could we provide? I expect that at smaller museums the situation is different. But here, again, it is important to be realistic. Cleveland's art historians have not had any influence on the rebuilding plan for the Cleveland Museum of Art. Of course I would be flattered if the new director asked for my opinion, but to be honest, I am not sure that I could tell him anything useful. Pretende mostrar cómo el proyecto filosófico del pensador francés (atravesado de protestantismo, heideggerianismo y fenomenología) produce una obturación de la doctrina akbarí, que denota cierta falta de amor o desinterésen la alteridad en tanto alteridad. El itinerario constará de cinco pasos. Primero, nos acercaremos a los años de formación de Corbin. Segundo, presentaremo salgunos puntos esenciales de su obra más célebre, La imaginación creadora en (...) el sufismo de Ibn ‘Arabî. Tercero, se mostrarán aquellos aspectos de la doctrinade Ibn ' Arabī allí obturados. Cuarto, expondremos algunas conclusiones a partir de estas ausencias. Aristotle's solution to the problem raised in Ch. 4 depends on his account of how we arrive at thoughts on the basis of experience. In his view, we standardly acquire a term for a kind on the basis of contact with members of a kind, without thereby knowing that the kind in question exists. Further, we can grasp such terms without knowing that the kind has a unifying basic feature that explains its necessary properties. Our understanding of the kind is (...) to be compared with that of a craftsman and not that of a proto‐scientist. This chapter examines the epistemologies of Margaret Cavendish, Mary Astell, and Mary Shepherd. Cavendish argues that minds come to have knowledge via two routes: sensory perception and reason. For Cavendish, these two faculties of knowledge differ not in kind but in degree: they work to produce ideas in the same way, but ideas that come from reason are less trustworthy than those from the senses. While Astell also acknowledges a distinction between sense perception and reason as faculties of cognition, she (...) claims that ideas that come from the senses cannot properly be called knowledge. In contrast, reason traffics in ideas that are wholly non-sensory and allow for a level of certainty that counts as knowledge in the strict sense. Shepherd locates a position that lies in between that of Cavendish and Astell. Like Astell, Shepherd argues that we have limited knowledge from sense perception, and we have absolutely certain knowledge of some things through a non-sensory faculty of reason – for example, that changes in a body cannot occur without a cause, and that things cannot be annihilated or come from nothing. However, for Shepherd, the scope of human knowledge is quite limited. (shrink)

In this article, we seek to explore the different normative claims made around commons organizing and how the advent of the digital commons introduces new ethical questions. We do so by unpacking and categorizing the specific ethical dimensions that differentiate the commons from other forms of organizing and by discussing them in the light of debates around the governance of participative organizations, the cornerstone of commons organizing (Ostrom in Governing the commons: the evolution of institutions for collective action. Cambridge University (...) Press, Cambridge, 1990). Rather than contesting commons organizing or endorsing it blindly, our goal is to critically reflect on its deontological and instrumental assumptions, and analyze the arguments upholding that it possesses ethical qualities that render it fairer, more equitable and sustainable than other centralized or hierarchical models—as well as any forms of privatization. We conclude by assessing the definitional dislocation of the digital commons where, unlike traditional commons, extractability can be endless and generate unintended consequences such as commodification or alienation. Taking stock of recent debates around the digital commons, we open the debate for future possible research avenues on normative claims, particularly under rapidly changing technological conditions. This article discusses G.E.M. de Ste. Croix’s contentions about the effect of Helotage on Spartan foreign policy articulated in chapter IV of Origins of the Peloponnesian War, namely that Sparta’s Helot population was uniquely dangerous, constraining Sparta’s ability to send large numbers of citizen hoplites abroad lest it be exposed to the threat within. It shows that while certain arguments advanced by Ste. Croix are no longer tenable in light of subsequent research, others still stand up to critical scrutiny fifty (...) years on; furthermore, other points neglected by Ste. Poverty can be an ephemeral life stage of a young person whose skill sets will become more valuable with training and experience, a personal setback such as losing a job, or a systemic affliction that puts a whole community in danger of widespread famine. A common theme of this volume’s essays is that we cannot understand poverty and famine unless we acknowledge that poor people are not mouths to be fed but agents. Amartya Sen got this right, crediting Adam Smith (...) for the seeds of his insight. What has been enabling people by the billions since Smith’s time to work their way out of poverty? (shrink)
